Rome’s First Water Transport Systems Previous to 273, when the 1st elevated aqueduct, Aqua Anio Vetus, was constructed in Rome, inhabitants who resided on hills had to travel even further down to gather their water from natural sources. He didn’t get adequate water from the cistern that he had built on his property to collect rainwater. That is when he decided to create an access point to the aqueduct that ran beneath his residential property.
