From the onset, outdoor fountains were simply meant to serve as functional elements. Residents of cities, townships and small towns used them as a source of drinking water and a place to wash up, which meant that fountains needed to be linked to nearby aqueduct or spring. Up to the late 19th century, water fountains had to be near an aqueduct or reservoir and higher than the fountain so that gravity could make the water flow down or jet high into the air. Fountains were not only utilized as a water source for drinking water, but also to adorn homes and celebrate the artist who created it. The main materials used by the Romans to build their fountains were bronze or stone masks, mostly illustrating animals or heroes. Muslims and Moorish landscaping designers of the Middle Ages included fountains to re-create smaller versions of the gardens of paradise. King Louis XIV of France wanted to illustrate his dominion over nature by including fountains in the Gardens of Versailles. The Romans of the 17th and 18th centuries created baroque decorative fountains to glorify the Popes who commissioned them as well as to mark the spot where the restored Roman aqueducts entered the city.
Since indoor plumbing became the standard of the day for fresh, drinking water, by the end of the 19th century urban fountains were no longer needed for this purpose and they became purely ornamental. Impressive water effects and recycled water were made possible by replacing the force of gravity with mechanical pumps.
Modern-day fountains serve mostly as decoration for community spaces, to honor individuals or events, and compliment entertainment and recreational activities.
